Project Background
OMNI Ethiopia, is implementing theproject “Empowered Media – Informed Communities” (EMIC), funded by the German Government and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH; EMIC is implemented by Omni Ethiopia and DW Akademie in cooperation with the Ethiopian Media Council (EMC). This project aims to enhance the understanding and dissemination of reliable information to increase informed citizen participation in governance. A key component of this project is to strengthen the capacity of community radio stations (CRs) across Ethiopia by providing them with relevant knowledge and skills to effectively cover and communicate issues of good governance, specifically focusing on Administrative Procedure Law(APL).
Objective
The objective of this consultancy is to recruit a qualified expert who can provide training on Administrative Procedural Law to managers, journalists, and volunteers working at approximately 30 community radio stations across Ethiopia. The training will be provided in six clusters across various regions of Ethiopia, namely- Addis Ababa, Dire Dawa, Hawassa, Bahir Dar, Jimma and Arba Minch. The training will focus on the fundamentals of Administrative Procedure Law, its relevance to improve public service delivery of government agencies, the pertinence of the law in promoting the rights of citizens to receive fair and proper services from administrative agencies, and the role of media in promoting and creating awareness about the law.
Who Can Apply?
We are looking for an expert in the field of law, particularly with expertise on the Administrative Procedural Law and the knowledge about functions of the media in promoting good governance issues . The ideal candidate should have extensive experience in delivering training on legal topics to non-legal professionals, ideally from the media sector. The expert should possess creative skills in breaking down and presenting technical and legal concepts in a relatable, simple and understandable manner so that community media journalists will be able to produce and air relevant content to the public.
Candidate Requirements
We would like to hear from candidates who:
- Are legal experts with at least 5 years of relevant experience in Administrative Procedure Law or related fields.
- Have demonstrated experience in developing training modules and delivering trainings on Administrative Law, preferably to community media practitioners.
- Have expertise and ability to provide training using interactive and participatory methods to enhance trainees’ retention and capture of knowledge on legal topics such as the APL.
- Are flexible to travel and conduct training sessions in different regions of Ethiopia.
- Have commitment to provide advice and feedback to journalists during content production on the APL.
- Exhibit strong communication skills for smooth and collaborative relationships with participants, co-trainers, Omni staff, and project partners.
- Scope of Work
- The major tasks of this consultancy include:
- Preparation of Training Materials: Develop training materials on Administrative Procedure Law, covering the following topics: What is the APL (incl. difference between federal and regional levels), why is it relevant for citizens and communities (rights and responsibilities, transparency, procedural fairness), what is the status of adoption or implementation in the respective regions of the participants, and which role citizens can play in demanding adoption and/or implementation of the law by giving specific examples relevant to citizens’ daily life.
- Training Delivery: Conduct six in-person training sessions covering the basics of Administrative Procedure Law. In collaboration with Omni, the trainings will also include a section on how community radios can produce interesting content on the topic that is relevant to their audience.
- Expected Deliverables
- Training Materials : A structured training content outline covering key concepts, objectives, methods, practical exercises, and power point presentation on Administrative Procedure Law.
- Training Sessions: Conduct a series of in-person training sessions across selected regions and mentor journalists during content production
